Recovery Workgroups
Recovery workgroups bring together people with lived experience, service providers, community partners, and subject matter experts to coordinate strategies, share best practices, and guide statewide recovery initiatives. These collaborative bodies focus on reducing overdose, strengthening peer recovery supports, advocating for those impacted by substance use, and creating healthier communities throughout Rhode Island.
Workgroups foster communication, develop recommendations, and support implementation of data informed solutions across prevention, treatment, harm reduction, recovery support, and policy.
Overview
The Governor’s Overdose Task Force Workgroups are multi stakeholder teams that focus on priority areas related to preventing overdose and supporting recovery across the state. These workgroups bring together community members, healthcare professionals, first responders, peer advocates, policymakers, and public health partners to build coordinated, evidence informed responses to the overdose crisis in Rhode Island.
Key Functions
Each workgroup focuses on a specific strategic area, such as:
- Prevention by increasing knowledge and reducing risk factors for substance use
- Harm reduction through expanded access to naloxone, safer use information, and Safe Stations
- Treatment access and continuum of care by improving pathways into treatment and recovery supports
- Recovery support services by strengthening community based recovery supports and peer networks
- Data and evaluation by monitoring trends, measuring impact, and informing decision making
Workgroups produce recommendations, share best practices, and support statewide initiatives that advance public safety, health equity, and recovery outcomes.

RICARES Recovery Advocacy Meetings provide a space for individuals in recovery, family members, allies, and community partners to come together to strengthen recovery advocacy across Rhode Island. These meetings focus on elevating lived experience, promoting recovery-informed policy, and connecting participants to statewide initiatives that support recovery and reduce stigma.

Each meeting focuses on key advocacy priorities, including:
- Increasing awareness of recovery as a public health priority
- Promoting community engagement and inclusion for people in recovery
- Supporting policies that expand access to recovery-oriented services
- Sharing lived experience to inform local and statewide behavioral health initiatives
- Connecting participants with resources, training, and collaboration opportunities
