General Summary: Develop and manage clinical programs as a system for adults. Develop and promote the principles, policies and procedures of the organization under the direction of the Vice President of Adult Services and through delegation to the clinical program managers.

Essential Responsibilities:

  • Establish an atmosphere for professional growth of program employees.
  • Create and maintain "team" with positive role modeling.
  • Establish and maintain positive communication and teamwork within the program as well as Thrive as a whole.
  • Provide regular supervision to employees of the program, as assigned, including Residential Team Leaders, for clinical supervision.
  • Maintain proper supervision notes on staff and complete performance evaluations according to schedule.
  • Provide group and individual clinical/administrative supervision and leadership to assigned team members in the implementation and coordination of ACT services to meet fidelity standards.
  • Under the direction and license of Program Manager, provide direct clinical supervision in accordance with BHDDH Rules and Regulations.
  • Ensure that recovery planning and clinical record keeping are consistent with standards established by Thrive.
  • Review required documentation (progress notes, recovery plans, assessments, HMIS input, etc.).
  • Identify individual training needs for team members; monitor performance and staff growth or need for remediation.
  • Oversee recruitment;' interviewing, selection, and orientation/training program staff in conjunction with clinical supervisors.
  • Be well versed in clinical care standards to ensure high quality service to clients.
  • Provide direct clinical care in support of staff development and client needs; assist in community networking and education.
  • Lead regular Clinical Team Meetings.
  • Embrace trauma informed principles, guiding relationships with both staff and clients.
  • Be familiar with the Housing First model in order to support this model with the East Bay Team.
  • Support clients in the recovery process which enables client to live a meaningful life in the community of their choice while striving to achieve their full potential.
  • Collaborate with other providers, agencies and individuals in the clients' network of care.
  • Oversee all service programs eligible for Medicaid billing.
  • Coordinate managed care insurance issues.
  • Carry out terms of any contract in program and in setting goals.
  • Oversee the rep-payee program (including distribution approval and signing checks).
  • Implement program budget, approve expenditures based on budget and monitor spending.
  • Manage the day-to-day operations of Community Support Services programs to ensure all client hours and revenue targets are met within the appropriate time frame. Take the appropriate action to correct the situation.
  • Monitor budget and MIS Reports in conjunction with the Vice President to ensure program is meeting targets and is on budget.
  • Participate with senior management in program development, planning and growth.
  • Participate in policies and procedures development and implementation.
  • Serve on committees as assigned.
  • Act as liaison to other agencies; and general community members at large.

Additional Responsibilities:

  • Must attend all agency/department required training and meetings within the prescribed period.
  • Attend all Safety Training programs and be able to describe his/her responsibilities related to the general safety, department safety, and specific job-related hazards and responsibilities.

Qualifications

Education, Experience and Competencies:

  • Master’s degree in human services related field required.
  • 4 years of human services experience
  • 4 years supervisory and managerial experience required.
  • Excellent communication and management skills.

Certifications, Licenses Requirements:

  • Independent Clinical License required
  • Valid driver's license and automobile insurance which meets Rhode Island minimum standards required, or the ability to obtain necessary transportation in order to perform the responsibilities/tasks of the job.
